The MOSFET in a boost converter needs to be rated to safely handle the peak current through the boost inductor when in the on-state, and to block the full output voltage when in the off-state. Unfortunately most high-voltage MOSFETs have a relatively high Rds(on) figure so some compromise must be made here. Hence my comments about the flyback converter being a better topology for high step-up ratios.

a high current rating is needed because when a capacitor starts charging there will be a large surge of current, this is because an empty capacitor is bascicly short circuit and as charges more resistance builds up

Well, that's what peak current mode control is for, avoiding that surge. I think the single transistor self-oscillating circuit does it naturally, if you're lucky.
