I was bored so i thought that i could whip up uzzors pll coil. I lashed it up on a breadboard and i cannot get the cd4046 chip to work right. I am getting a very hf pulse around 8mhz out of it and the chip gets hot quick. Also the 10k pot is not working so i cant adjust the frequency. I dont understand why it is doing that to me so any advice would be appreciated.

8mHz isn't very HF. Have you tried just using the 4046 alone without feedback? If it's hooked up right turning the potentiometer will alter the VCO frequency between the points set by the resistors on pin 11 and 12. If it's getting hot I suspect it's dead or in backwards and soon to be dead.

I am sure that the chip is in the right way. There is no signal across pin 11 and 12. I am no assuming that the chip is just toast.
