e = (-dB*S/dT) * N, where B = magnetic induction, dB/dT = variation speed, S = coil area, N = number of secondary turns. They are two terms of equation. If you dont want to wind a lot of turns, just raise the frequency and modify the shape of the AC wave.
I tryed once a half bridge with interruptor (like in an ISSTC) on an ignition coil, but didnt work. I suppose that I had to take off the iron core.....

If you don't want amazing performance this really isn't too hard at all. I took an old electromagnet (not sure what it was for, found it with some old ham stuff) and wound a primary on it. Running it under oil with a dimmer using a .3uF cap I managed to get 1/4" arcs easily.
