The speed of the ion wind has hardly anything to do with it. The reason they cool so well is because the charges on the ions allow them to pierce the boundary layer of air around the hot components. The static charge problem is easily solved: just have everything that needs cooling under a grounded heat sink

You can also cope with ozone by adding a catalyst on the exhaust of the heatsink, more and more electrostatic air purifiers are doing this these days.
