I have built a small spark coil Tesla Coil that will randomly stop at times. It has a car spark plug for the primary. When I try to power enclosed spark plugs for ozone production off the secondary it fires for one cycle and I get one spark, then the coil just stops and the primary spark gap stops firing. Even if i disconnect the tube the coil is still of. To get it working I have to unplug the coil and plug it in again. Has anyone ever experienced this before?

Yep... but my issue what that my trannie was drawing 2 kW from a 1.8 kW outlet -- my gap was too close as well. So, my guess is that you are running spark plugs for the gap - right? bad Idea - they have internal resistors that can't handle high current loads. They will lower the voltage in gap as well. So get some brass bolts and make a gap and watch the difference. What types of caps are you using - what does your coil look like as well? Any pics?
