Thanks for those figures. 200mW in a 2 foot circle (60cm) with an area of 3000 cm2 gives an intensity of 0.06mW/cm2. Sunlight is 10mW/cm2
The human eye when in the dark with a relatively dilated pupil of say 4mm has an area of 0.12cm2 ie would receive 0.05mW. This is 1/20th of the legal limit (for Class 1 of 1mW).
Add that to the difficulty of actually aiming that kind of spot.

I would not have a problem if you shone that at me. It would be bright and distracting but not dangerous. I would probably blink. You would not be able to hold that beam on me if I was moving at walking speed let alone a couple of hundred km/H.
I stand in front of my 40mW argon laser when scanning without problems. Rock concerts use large lasers (=watts) directed into the crowd (like I saw at Coldplay) but the beams are diffuse enough to be safe by then.

So at 2 miles there is no eyesight risk. Even at 1/2 mile, (spot size 6 inches) with the biggest handheld laser (200mW), the level is at the regulated (Australian) limit and no-one is going to be able to hold that spot on a target.

I do however worry about a 200mW laser on the ground as it has real risks. Possibly also to police helicopters when close and stationary. I support the legal limit of 1mW and the ability to prevent people from using larger ones though.

THE Federal Government has banned the importation of high-intensity laser pointers, [...] The new regulation will make it a criminal offence to import a laser pointer stronger than one milliwatt, Home Affairs Minister Bob Debus said.

Mr Debus said to make the ban truly effective he is calling on the states and territories to urgently establish uniform national laws to support the Commonwealth's controls.

"I have written to police ministers calling on them to put in place legislation which imposes fines and jail terms for possessing pointers above one megawatt without an appropriate exemption," Mr Debus said.
(emphasis mine)

Bob "Megawatt" Debus is typical of the techno-illiterates who are trying to control our lives. I wonder how they will succeed in defining a "pointer"? It is likely the legislation will simply say "lasers" or that Customs will say "the shipper has not signed a declaration that this is NOT a pointer".

If the Govt. is concerned about bright lights dazzling pilots why are they not banning mirrors on sunny days?

The govt because there re many other ways to shine a bright light at a airplane besides a laser. For example a super bright led cluster through some lenses to deflect it into a small intense beam or mirrors and those are just to name a couple. If they wanted to stop it bad inough they would ban led's to. cry That could be tragic dead
