Things not looking good for lasers right now....

I would have been surprised if it had... I really took to some searching for information as to what type and what power feeds these lasers within common usage in printers, etc & the information is very sparse. I would have thought that any power supply of mains voltage had to have wiring of a certain width and structure. High voltage/or main current has a standard of wiring width, does it not? My thoughts here are that perhaps the format of the wiring itself could give a slight clue as to the level of voltage/current needed for various devices.

The power supplies have pretty thin lines leading into them: A red/black/white what appears to be 26 stranded. Certainly they don't require mains current to supply 5Kv/300ma....(?) If one began at 1.5v and went up in increments, to determine the voltage, would that be safe for the laser?How delicate are lasers to power input?

So getting back on subject, - with all the laser applications available, could any restriction really impede the availability of these materials? Frankly, I doubt it. I believe that the restrictions are in place for prosecutable "padding" for a magistrate to "throw the book" at a law breaker.

It doesn't really matter -- you'll be imprisoned for up to two years for possessing lower power lasers.

It does not appear that any such law has been written -- merely proposed. Many of the articles are saying things like "lasers have been banned," but that is clearly not the case, yet.

It will be interesting to see how the law is written when the ban finally comes to pass.

I really think people who are stupid enough to point a laser at a plane are the problem, but I do have a 300mw red laser I took out of a DVD drive mounted to a nice peltier cooled heatsink that I have colmanated to 2ft at 2mile range across my hill, and its really bright on the ground :)
