The measurement of atmospheric electric charge is almost a science in itself, and cannot be done with a very high impedance multimeter. The standard type of electrostatic field meter used for this purpose is an electromechanical device commonly called a field mill - though designs do exist without moving parts which are claimed to perform as well.

Just an update regarding the legality of such a launch:

In the United States, the FAA must authorize any flight of a high power rocket that weighs more than 1 lb, and/or contain more than 4 ounces of propellant and typically requires at least 48 hours notice.
