Can a flash tube light continuously?

Yup.

But this is the lit tube (10ma tube current) with an NIB magnet above it, giving a spiral effect. These are large tubes, so they only get slightly warm running this way for a few minutes.

Not constant illumination, but here's a strobe unit using a disposable camera.

The circuit as shown will flash at up to 12Hz according to the author.

Brings back memories of me making a strobe out of a flash unit about 30 years ago. I used it to clip on my belt while marathon training at night.
I must have used a smaller cap and a neon to trigger an SCR or something. I have a vague recollection of it lasting about half to 1 hour on Nicads but it wasn't really long enough for a reasonable run (my best effort 100 miles training in 1 week).
In the pre-LED days that was all you had plus reflective gear.
Can't run to save myself now though.... Need wheels.

There are bulbs designed for arcing continuously, they are called HIDs, Short arc lamps.
