Safety is 1st thing. This bank will be covered with heavy wood/metal enclosure. I will also add few warning lights, discharge system and voltage meter.
Now im looking for SCR that could handle this kind of power (i have my doubts on that..) so mechanical (pneumatic or solenoid switch) is also on drawing board :)

First, all the Resistors should be equal value given the caps are equal. Then you base your Rvalue on the RC discharge time and power rating of the resistors. Say you want to discharge the bank within 10 seconds after power removal, you will need high wattage resistors if the bank has a large capacitance but low wattage resistors if the bank has a small capacitors. Small banks discharge quickly which does not give the resistors time to get warm. Remember the peak discharge power will always be the same for a fixed voltage cap bank. And that is your base line. This is a large bank and could use 2 dedicated Resistor classes. The permanentingly attache equalizer class for charging and the detachable bleeder class for discharging when not in use.
Power = V^2 * R 1. 1050v (farads who cares) @ 100kOhm (total) = 11 Watt resistors. 2. Discharge time in seconds to 1 time constant (1/3 the max volts remaining) is 100KOhm * Farads. - 6600uF * 100KOhm = 660 seconds or 11 minutes to gradually reach 315v.
If 11 watts is not to large and 11+ minutes not to long then you can use that value of R. Since your bank has such a large capacitance, it would be better to make a dedicated discharge bleader and attach it across the + and - terminals when needed. It needs not be attached when it use. This way the equalizing resistors can be dedicated to charging allowing smaller wattage size.

i believe fastmhz uses a switched saltwater resistor, as it has nearly unlimited power ability and resistance is adjustable with salt content. it can probably take 200j per ml of water. of course, they won't make good equalizing resistors, given their low value. just be careful, as immersing your hand in saltwater significantly reduces your skin's resistance...
