I think it is not magnetism, it's simple capacitive coupling/ potential induced through air (as in tesla coils - the bulbs also do not light by magnetic fields)

But it looks cool for sure :)

someone should use those florescant bulbs with solar panels. More energy for the supplier, and free after initial costs and maintainance.

The tubes glow when you hold them in your hands. I think it might have more to do with the voltage gradient then capitive coupling. 100kv lines 100feet in the air = 1kv/foot which is enough to light up neon or other low pressure tubes.
