I'm thinking your toroid electrodes being of a solid conductor will cause significant drag and vorticies. Can I suggest using a toroid of stainless mesh, or a complete disk as an alternative.

I remember a Mythbusters episode a while back where the build team built a lifter and then put it in a partial vacuum, it just sat there. It was part of their anti-gravity episode, of course they busted every single item. Electronic gadgets for the evil genius has plans for one of these things, it looked kinda easy to build actually.

Yes, you right. The grounded metal plate behind the "Ion-wind accelerator" is a non-sense. It should be removed from the picture... I'll give a try soon with this concept so let's see how it will work. My aim is at least to blow out a candle...

I remember that episode... If you look closely at the lifter in the vacuum chamber, you can clearly see that one of the balsa supports has carbon tracking and is arcing through the wood. Having built a few lifters that died in this matter, I noticed it right away. Of course, the lifter probably would not have worked in the vacuum chamber anyway, but the fact that the lifter was shorted out ruined any "scientific" validity of the test.
