thats probably the 5V standby power, you need to find the +sense and -sense wires. Hook the -sense to ground, and the +sense to either 3.3, 5 or 12, depending on the design. and put the dummy load on that line.
If you look at the 20pin ATX molex, and find two pins that are crimped with two wires, those are the sense lines.
However, even if you do all that, sometimes they just don't want to turn on. If that is the case, then you just gut it, and find another one. lol Good luck

Generally it isn't worth your time to try and fix one. Just buy a new one for $10 from newegg. If you still want to fix it, look for a blown internal fuse first, burned/bad FETs, bad caps, etc next.

For some purposes an ATX psu is great, but for a 'Lab' supply, once you add the cost of metering, connectors, new box etc. etc you can probably find a used bench power supply on eBay for less than the cost of modifying an ATX psu. And you will probably have variable voltage and/or current in a nice unit.
Even a brand new one can be cheaper than just a box, meter(s), potentiometers and connectors!
