Since its quite hard to get large NST's or PT's in my country, what if i make one myself. I have quite large (3kVA) transformer core already which has plenty of space. I have wound few 'dry' HV (3kV) transformers and insulated winding layers with varnish and some plastic sheets (OHP sheets) an they doing fine.
Now the question is that what material i should use between winding layers when using oil? I have real shell transformer oil and vacuum compressor to make proper degassing. Should i varnish every layer like in 'dry' transformers? Secondary voltage im aiming for is 15 to 20kV and im going to make two separate 10-7.5kV windings to make it easier.

Glass cloth on its own, or combinations of glass cloth and Kraft paper, would be suitable for inter-winding insulation in an oil filled transformer. "Nomex" and "Tyvek" are also popular. Vacuum pumping should ensure that the cloth and paper are thoroughly saturated with the oil with (hopefully!) no significant voids in which micro-coronas might form and start to degrade the oil, or otherwise bring about local loss of dielectric strength.
