You could build a Bonetti electrostatic machine (google if you don't know what one is). They are a DC constant current source, so the voltage they output depends on the load resistance, and will go as high as it needs to maintain the design current until something arcs over or resistive/corona losses become significant enough. In the past large multi-disc ones were even used to power x-ray machines, so they can definitely do high power and even relatively high current as far as electrostatic generators go (10's of mA no problem, you could develop one for 100's of mA if you wanted but it would have a lot of discs). The current depends on the surface area and tangential velocity of the discs and they have no trouble developing hundreds of kV, or MV, if the size allows. 15kV would actually be quite low for such an electrostatic machine, but it will work fine depending on your current needs.
