I'm about to build my first tesla coil and was thinking about using steve's micro sstc circuit however I was woundering why c3 has such a high voltage rating
anyone know why?

First: The inductance of the primary rises the voltage a lot... Second: The ability of the cap to handle AC volatage goes down very rapidly with the frequency...

Mates has it pretty much right. The voltage spikes are around 400V peak, and that they occur at a frequency of ~700khz, i went with an overbuilt ceramic cap there. Its really not a physically large device though and 1nF ceramic caps are very common in TVs and monitors (of the CRT type).
