I built a shunt regulator for my research PV system. It used a bank of paralleled MOSFETs and a couple of big gold resistors on a huge heatsink, controlled by a TL431 IC. It would burn a few hundred watts at 24V. The planz are in one of the appendixes to my thesis somewhere.
I've also seen micro-hydro plants with induction generators, that use banks of water heaters as ballasts. They are turned on and off by SSRs as required to keep the voltage and frequency under control. They use the hot water for baths, washing clothes, etc. You could do something similar.
