Thrival, I would pay good money for the PFN from a plasma blasting unit. It seems similar to an electro-thermal gun, and is probably more than capable based on seeing pics of steel pipe coin-crushing enclosures ruptured by the blast.
Back on topic, I am pretty sure you can get deuterium gas from many bottled-gas companies. It's not illegal or any more dangerous than normal H2...
