A very simple test would be to swap the UV tube with a white one of the same size.

My feeling is that it is a capacitive effect, either induced by the risetime of the current through the tube, or caused by the tube gas suddenly becoming conductive and encouraging a spark to track across the surface of the glass.

As a scientific forum, we simply ask that you prove that it is UV.
Either by using a white (non-uV) tube or preferably just cover it with a thin cardboard on a string to block the UV and pull it out while you continue to fire the tube.
If there is a competing plausible effect then you need to prove that your explanation is correct if you want us to believe.

Marx gaps triggering is said to be improved with UV from adjacent sparks .... but I have also not seen evidence that it may not be capacitative facilitation. I have not researched the area though.

At 302 nm there's very little to gain from using fused quartz. Ordinary glass is pretty much transparent to that wavelength.
More importantly, air is totally transparent . The UV light will go though the air without ionising it.
That means that, in order to trigger the spark the UV would have to photo-ionise the stuff from which the electrodes are made. I don't think there are any metals with a work function low enough to lose an electron due to 302nm UV. Or rather there are several, but none is stable in air.
The test with a white lamp looks like a good idea.
