Lightning Striking Kids

That looks like a camera artifact. Very bright lights cause "ghosts" above and below the actualy lightsouce on most digital camera's I've used. If the lightning was in the upper half of the movie (infront of the almost white sky) that would explain why the kids didn't act like anything happend.

I have to concur with Nix. I've spent many many hours shooting lightning, I've seen plenty of positive streamers... if nothing else, they tend to be a little longer than that... and last longer - Long enough to be a good way to predict a shot.

but then you notice there's a streaking red glare coming from the right of the frame... tell-tale lens flare

I dunno.... I've been close to a lightning strike, under 100' away at a research station / art project called the Lightning Ranch...and the air is sizzling with high "voltageyness". If these kids weren't expecting it, they would have dropped to the ground before running like the world was ending... it's not something you take lightly.

Honestly, it would be pretty easy to fake that footage, and if it meant getting on CNN - why not?
