There is less energy reaching the north pole, but there are no people living there. Almost all people live south of the arctic circle which recieves a lot of energy from the sun.
The temperature in the arctic is the result of a complex interaction between many effects. For example fresh snow reflects more light than a mirror, so all energy recieved bounces back into space. During the summer it can be significantly warmer than further south since it is sunny 24 hours a day. Latitude as little effect on the temperature compared to effects of the sea and general weather patterns.
I have a few different types of PV cells and some are completely useless with the slightest haze and others seems to increase in efficiency probably because a larger portion of the light is in IR.
