I am going to go to China in a few weeks and I will probably bring back some sketchy electronic components. I am wondering if high voltage capacitors (film and electrolytic) are allowed on airplanes. Has anyone taken electronic components on planes before?

They should be fine in your checked baggage. But expect customs officials to want to take a look so put them on top for easy access, and to make it clear your not trying to hide anything. And having a receipt or some such describing what they are would help.
you are more likely to encounter trouble taking parts into China - they have tariffs on components.
