I've got quite a few card tricks under my belt but this one suggested by EVR--> has always eluded me (and I've always wanted to do it). Any explanations?

Its very straightforward. The only thing you really need for this trick is a flawless double-lift - of course easier said than done. Then its just double-lifting and moving the cards around.

It's more than just double-lifting. There are some triple-lifts, some glides from the bottom and slipping the card off of the top while flipping the card over from face to back.
