I am considering buying a MICSIG DP20003 high voltage differential probe. I have a question about the spec sheet. The spec for "maximum differential test voltage DC+AC PK-PK" is stated as 5600 volts using the 2000x divider. I have some confusion about what this means. Does this mean that I can measure a sine wave with a peak voltage magnitude of 5600 volts (+ 5600 volts to - 5600 volts) or does it mean that the peak-to-peak swing can only be 5600 volts (+ 2800 volts to -2800 volts) meaning that the peak positive voltage would only be 2800 volts (5600/2)?

They're saying any combination not to exceed 5600V.
DC not to exceed 5600V + or -
AC voltage not to exceed 5600V peak to peak, or 4000V AC RMS
Or any combination of the two, or the internals will be overstressed, that is from terminal to terminal because its a differential measurement.
How much does one of those bad boys go for? And what's the bandwidth?
I am confused about your peak-to-peak statement. 5600 volts peak-to-peak is only 2800 volts peak or 2000 volts RMS. How do you get 4000 volts RMS from 5600 volts peak-to-peak?

2800 x 0.7071 = 1979 volts. RMS is 0.7071 times the peak voltage, not the peak-to-peak voltage.
Take your wall outlet as an example. The voltage is stated as 120 volts RMS in the USA. The peak-to-peak voltage of wall power is 340 volts with a peak voltage of + 170 volts and -170 volts. 170 x 0.7071 = 120 volts.

Are there any documents for this probe ? "Micsig 100MHz 5600V High Voltage Differential Probe" i only find a list of specs not real in-depth PDfs as would be expected for that active box it uses.

The best I have found is a list of specs on MICSIG's web site.
