Please be more specific about the absolute size, thickness, voltage, materials, and frequencies you have in mind. Oh, and the number of plates, if more than two.
Are the outside insulation layers for retaining heat, or to prevent corrosion of exposed plate surfaces?
12" x 12" copper plates, .5" thick - charged to a voltage of about 750kV
The outside insulation layers are to keep the capacitors charge in the device so it doesn't arc to ground. I just don't know if the outside insulation layers made of G10 can be half as thick as the middle layer of G10 that is in between the copper plates.
The side of the capacitor will be encompassed in a high dielectric strength epoxy.

That's a lot of voltage, Robert. Is it balanced with respect to "ground"? Is it DC? Where's it from?
Patrick might have some practical, hands-on advice for you, from his work with DIY high voltage probes.
I bet they would include a reminder to figure the electric field strength at the edges of the plates. It could be many times more than the average field strength, for which your middle insulation is designed. That will happen if the metal edge's radius-of-curvature is much smaller than the distance between the plates.
The capacitor would be fed by a marx generator. I ran across a guide of someone who created a 1MV marx generator by making one output +500kV and the other -500kV.
I was thinking of using larger insulators, like 16" x 16" and then filling in the exposed copper with epoxy. I just didn't know if the outside insulators could be of less thickness than the middle one.
