We have to puncture several CRTs each day at work (mostly 32'') and it's very easy to do it relatively safely. The safest way is to break away the sealing nipple under the plastic part of the electron gun pins. Even smashing the electron gun off with a hammer is relatively nonviolent, we've never witnessed a dramatic tube implosion when doing this, but the sudden rush of air into the tube blows away a lot of the phosphor if this is done. This way of doing it is not recommended anyways, as the phosphor is blown away.
Edit: just tried opening a small CRT (~5''). Getting the front off without breaking it was a challenge. I ended up with a piece of the front that was around 3*4cm. I suspect it might be easier with bigger tubes, as they have the rimband. Controlled breaking of glass isn't easy.
Edit again: A guy I know suggested using EL panels, does anyone know if the phosphors used in them are sensitive to xrays? If this works, it would be very simple.
