Wonder if a 24 GHz Gunnplexer (pretty small, available from your local helpful security install office such as Securicor or Watchman) would work?
Seems simple enough and any amateur is already licensed for these as long as they abide by some basic rules such as power limits.
EDIT: Finally found a working unit to see why my other 3 DOA ones won't work.
