Mechanical safty buffer in designs

Hi
Was wondering what would be a good buffer in mechanical designs, say 670% above operating enviroment, or what ever.
I would like a sub to beable to go 20 meters underwater about 30 psi structure, and maybe 4 meter waves on the surface with the thing about 11 tonne.
