Mains constant current LED driver wont turn 'off'

There is no "snubber cap" in the circuit. unless there is one in the SSR or LED driver (which I have no idea whats in either of them).
But the LED driver probably has a DC bus capacitor at the mains input side, which is probably charging from leakage currents and triggering the flash.

SSRs are just TRIACs. They usually have a cap across the TRIAC to help them turn off when used with inductive loads, it acts as a high pass filter to short out the high dv/dts across it, but the cap also carries a little current when the SSR is switch off until it charges.

If you add the resistor in series with the LED circuit, it will reduce the volts and current going through the LED and the LED circuit won't have enough current to light; this will also reduce the current taken by it.

Another way to go would be to add a biggish capacitor (5 or 10 microfarads maybe, mains cap you'd have to calculate it) across the LED circuit, when the circuit is "on" this will fill immediately and it will be like it isn't there. When the circuit is off, it will fill after the snubber cap and will greatly reduce the volts, short out, the LED circuit, and then that won't light. Note that with this scheme, while current will still flow, but you won't be charged for it, because it's not resistive and there will be negligible heating in the equipment.

Note that the current that is flowing through the LED is also flowing through the rest of the circuit, and there will be "off" current taken there as well... that may well be more significant.
