It is just a pulsed laser beam synchronized with a camera that delays more and more to get a moving bullet effect.
From the description
Cameras recording billions of frames per second in one sequence do not exist. In order to film the travelling laser pulse, researchers from the Laser Centre of IPC PAS and FUW used an earlier known trick. A suitably adapted camera was synchronized with a laser generating laser pulses at a rate of approx. 10 shots per second. It was done in such a way that with every subsequent pulse the camera recorded an image minimally delayed than previous one.
Bah you got my hopes up. In the expanded universe of Star Wars it is said that the blasters are actually not lasers at all but fire small projectiles with magnetically encapsulated plasma surrounding them. I though your post signified someone achieved a rough version of this in a lab.
Yeah in that trick each frame is a different pulse than the last.
