My father lost his power due to a large electric bill so I took my electric car apart :( so I can power his house I currently installed small LED's just to give enough light to walk around. He would like brighter light. Does any one know if joule ringers are efficient or should I just wire up 120V LED lights through a normal 12 to 120V inverter?

Don't go 12v -> 120v -> LED, go 12v -> LED. But do the latter with a switch mode constant current driver, not with a linear voltage dropper (resistor or semiconductor). If you buy the LEDs independently of the driver, it allows you to shop around to find the best lumens/watt. If you buy a commercial 120v fitting, you don't know how far behind the present best you are.

Good point I should not step voltage up causing more drain on the batteries using led light I was at first considering cfl but not efficient enough. My father uses a lap top through an inverter always pulling 36 Watts I think I need to get or build a boost converter for that reason its pulling much more from the 12v side.
