If ESR isn't an issue, and if you don't need bi-polar capacitors, electrolytics will be the best value for money.

If the arc distance is 0.5mm with a multiplier of 2 for overhead would voltage range would be good?

Well, "0.5mm arc distance*2" isn't a voltage rating, diodes will stop 'reverse voltage' and, as I don't really know what you're intending to use this for, I've no idea what values may be suitable.

will give an approximation of voltage vs (arc length x Pressure) required

P.S.
be sure to have a large value resistor between the arc gap and the capacitor(s)
this will prevent all of the energy stored in the capacitor(s) instantly being dumped into the arc gap.
