I believe the conventional theory for the current instability of the jet sream is 'global warming'. If you accept this, and also accept that electricity production using fossil fuels, etc. is the cause of global warming, and that HAARP uses 3.6Mw, then HAARP is contributing to the current instability of the jet sream.

This thread has got my mind back to phased arrays. From TDOA stuff decade ago. a small 50-300 watt PAR for for remote ground or air vehicles would be so cool. And maybe even useful.
