the big mechanical switches with enclosed knives and crank are usually just at the site power entrance, between the distribution cable and the busbar with the fuses
15kv fuses don't really come with holders and covers that are easily removable, and some are as tall as a 1L bottle of water
the fuses in multi-phase bus bars, though, come with some nice holders and covers and you can usually disconnect an entire row in a go
the miniature circuit breakers can so be locked with some bars designed to slide in the hole of their lever to an edge of the block itself, or there are locking modules for individual poles that you can place over one

The Disconnect switches are intented to insulated a circuit, NOT ARE ABLE TO OPEN OR CLOSE UNDER LOAD. you need reduce the load close to zero in order to open the switch . this can be provided by a circuit breaker or contactor. The same to close.
