They are quarter wavelength radial stubs. It's probably some low pass filter.
People usually use some fancy E&M simulators to find how each of the components will behave on their substrate.

Its easy its a low pass filter the pyramidal sectors are capacitors and the thin interconnects are microstrip inductors. The filter requires a ground plane on the other side for it to operate
