Texas intruments seems to have some nice IC's. I guess Linear technology and Maxim and others have similar solutions.
I suggest you get a protection circuit (must be able to handle input voltage of charger) and a charger.
The protection circuit should protect against overcurrent, cell overvoltage, cell undervoltage and possibly overtemprature.
You can add balancing in addition to the rest if wanted, even it may not really be needed.
