do those "dogbone" oscillation dampers we all see on power lines have to be near the point of suspension? or can they be elsewhere on the curve of the line? I don't know if im seeing a connection or repair junction or a oscillation control device on this one funny wire...

They are generally placed near the connection points on the line as those areas are most sensitive. Typically one on either side. However, if the line is especially long, you may see more than one one set per span.

Also, they are MUCH bigger than they look. Up in the air they appear rather small, but when you see them in person they are HUGE and quite heavy.

ok ill get pics, it looks like a tennis racket, though I think its always half way up the wooden poles, on the (lower voltage telecommunications, I think) cable.

Those tennis racket things you see are actually sensors that are used to measure magnetic field and thus the impedance of the grid in a sense.

im presuming they need high mass and large physical dimensions to attenuate the lower physical frequencies, 0.3 Hz gallops' might be hard to impede any other way.

so they are part of the power lines not communication lines?

I'm not sure how exactly they are wired. Some I see at the base of the high power lines (no communication lines on poles), and others seem to be on the lower communication lines.
