Hi, As far as I understand, both
The lower part of the secondary acting as a transformer, and the upper part as a magnifier
There are also Tesla Coils with 3 coils, where the 2nd Coil forms a pure transformer with the primary, and is connected to a third coil acting as a magnifier. This setup is known as "Tesla Magnifier"

Actually it is not that straightforward. A Tesla coil always works on both principles, usually the resonant rise is dominant, but in DR coils (DRSSTC, VTTC) running CW or near-CW the transformer action can become a large contributor of the output voltage.
