The switch closes to the battery is just to stop the simulator from charging the cap to full volts before the o-scope kicks in.
R2 is to stop C1 from draining into the inductor to quick, well atleast thats how I think it works :)

Arcs can certainly be affected by magnetism. A few people here have reported spiralling sparks in magnetic fields recently (Andy's thread on Z-pinch and another thread on electrothermal guns).

I'm not sure I fully understand what yopu mean by your second question, but I assume it's possible.

As you can see through many threads here, when tuning a Tesla Coil our goal is to set primary and seconsary resonant frequencies to the same value. Resonance is what makes a Tesla Coil work and this is scientifically proven and explained.
