Following up on radioactive decay and solar neutrinos

Seems that the effect is well known at NASA, they don't know why Pu239 decays more slowly at a distance
from the Sun but they are aware of it.
The effect seen is less than 1 part in 10000 so only affects RTG generators very slightly.

I theorised a while back that the effect *might* be due to resonant interactions within the nucleus
so that as T increases, the nucleus has a non zero probability of decay at certain times.
If so then a neutrino passing through the nucleus at just the right points in time could add energy to the
system allowing it to beta decay before current theory says it should.

This effect could also directly affect biologically important isotopes such as K-40, if so then the Cambrian
Explosion could very well have been set off by a neutrino flux change induced by solar activity, a nearby
supernova or other astronomical phenomena affecting K-40 and increasing natural mutations.

Interesting.
Wonder how I might test it? Ideas would be appreciated.
Perhaps use an isotope that is known to be affected and see if despite 1" of lead around say a sample of U-238 or Th-232 it is affected over a long period of time?
