Strange homemade cap

Being experimenting with home made caps, the below picture is about 30cm square and reading 0.086uF, with one layer. The thickness is 1cm glass and 0.5cm of flour and water.
I think the flour and water with 5 and 80 dialectic constant is what makes it so high. Will test when dry has it was reading 0.16uF. Water should have a breakdown voltage of 80kv mm

edit : 0.040uF :) I think if I add some titanium dioxide with 110 dcon in with the flour it might help
