Simple, you're drawing a lot of current from the mains. The current draw lowers the amount of voltage that can be available to everything else in that branch of your house so they get dimmer.
It's kind of the same idea that happens when something large is turned on, like a washing machine, or a dishwasher, drain disposal, etc, the lights all dim for a brief second because the initial current draw is very very high.

Okay. So voltage sag. But also remember. When the US used to detonate hydrogen bombs. Everything away from the large fire ball is waay dark. Tho the bomb is detonated in the middle of the morning. and large arcs are blindingly bright. So i guess it is a combination of booth.

i guess you could speculate the brightness thing. But I get the dimm lights when turning on a vacuum or small space heater which draws a lot of power and neither have anything bright on them.

My barn is supplied by a very long underground line, so I get a little bit of voltage drop when running large loads, but the lights usually only dim when switching on a big inductive device (large inrush current).
The underground line is 16mm^2 and about 60-80 metres long.
