All transformers have a dispesion inductance, that is major component in the limitation of the current whem the secondary is short circuited MOT, are constructed with a magnetic shunt between the low voltage winding and high voltage winding. The result is that the primary and secondary currents are limited during any abnormal load or ssecondary short circuit. In the above ckt the MOT with secondary short circuited work as a ballast, I gess the reactance as 10~25 ohms.
