Fading 32 Led's with 555 timer's

16x 20 mA = 360 mA
if your transistor has a gain of 100 (or 360)
then the base current needs to be 3.2 (or 1) mA
the 33k base resistor is waaay to high a value,

I would have 1k from pin3 to base,
emitter to 0v
load 16x(2x led+resistor) from +5v to collector.
(1nF across the 1k would give nice quick on/off and off/on transitions)
(anything in the 330pF to 33nF range will help)

It will work almost as well if you keep your present circuit
and short-out the 33k resistor ... not required at all in this case.
I'd expect to lose up to 2V due to pin3 voltage and base-emitter voltage
thats the reason for my suggestion above.

i.e. we old guys were using 555s before most forum members were born !

Okay I removed both the resistor and cap and it still doesn't do anything. I also made sure that my transistor and timer are in working order (which they are)

you should be folowing one of the schematics , like from Forest M Mims.

pin7 should not be conected to the transistor, please look here:

your LEDs should be in parallel. are they in series?
