Fixing the spelling and grammar in the petition would be a good start...

The title seems to focus on distributing research funding to non-business entities, while the body of the petition doesn't mention business at all but brings up funding people who don't have a college degree, which isn't going to go over well with funding agencies. What's the focus?

An individual could already incorporate and apply for funding through something like the SBIR program. So if you ask me the petition should really ask for some kind of specific change or new program/agency rather than a vague request to help small independent inventors. There's lots of paperwork and regs even at the small biz level, so maybe you should be asking for a program specifically targeted to even smaller entities with smaller funding levels and fewer regulations.

It's not that hard to start your own business, or join a university research group.

You can even set yourself up as an independent inventor and hawk your ideas round companies, but do read Don Lancaster's "The Case Against Patents" first.

I think it costs £30 in the UK to set up a company, plus £15 per year. This enables you to claim the tax back on everything you spend on research, etc...Yes, everything you spend. You only pay tax on profits!

We Started a taxi service in Claremont and the whole deal Cost us well over$3000 just to get are name registered with the government and the City as an LLC Not to mention if I was to start a Business regarding any thing in the Electronics Field They would want me to be Certified and also have Insurance In the US everything has to be done with large amounts of Money that is my Problem.

I have never heard of being certified to design electrical products. Your products need to conform to safety and regulatory standards. For instance you have NERC, FCC, IEC, ISO, IPC ect. just to name a few. It all depends on your target audience (consumer/military - house hold/industrial/medical). You don't need a college degree to design things. As you said it can take large amounts of money and part of this comes from buying rights to a copy of a standard. Also certifying your product to a standard can be expensive like having UL and CSA testing.

Once you have a product you can get funding for certification, etc. if required.

It shouldn't cost much to set up a business so you can claim tax back on the money you spend, and also apply for grants, loans, etc. As I said before it only costs £30 here.
