So I built an Ionocraft in my dorm room today but it doesn't fly. I'm using a flyback transformer from an old TV which is driven by a 555 timer. That part works fine. the Ionocraft is built from cardboard, a couple pen pieces, and aluminum foil. I followed this diagram but moved the wire down to about 10mm (far enough away to where it would not arc to the aluminum foil).

Ive built many of these since 1996, yours appears to be to heavy and it should be smoother not wrinkiled up, 10mm and a powerful HVPS should make it leviatate if its light enough, thats the disadvandtage of the trinagle plate type, instead of the grid-screen type.

Yeah, its probably generating corona instead of ion movement.
I used a 25mm gap for mine, interestingly the triangle "Cheops" one failed yet the old style triangular one with Al foil plates worked.
It is also worth mentioning that these are very sensitive to dampness in the wood, it is a good idea to insulate the wire edges with a piece of drinking straw on each.
A worthwhile addition is to measure the input current on the converter, if it suddenly jumps up from say a stable 1.2A to 2A when you plug in the Lifter then there is probably a leak somewhere.
