No, you need something which switches ...
You can make circuits with lc sections connected by diodes which have some similarities with a Marx. You can use diodes instead of resistors in a Marx to charge it (together with a big inductor).

I was about to suggest gas discharge tubes, it's not solid state but works with lower voltages, albeit not exactly precisely. Can take one hell of a hit in one pulse though.
