Yes, I too think that the paper has to be against a metal plate or roller to remove the heat and the arc should vapourise as much as burn the paper.

I have had a chance to play with this, finally. The tendency to catch fire is managed easily by keeping the paper in contact with a metal sheet.
However it still prefers to burn holes rather than lines... I suspect because the "channel" of ionized gas passing through the hole remains attractive until the probe has moved far enough away for it to become more attractive to punch through the paper anew.
Maybe I'd have better luck if I used a chopper that broke the arc and allowed the ionization to dissipate? EDIT: Sorta like quenching a spark gap, I mean.

why not a nozzle with an aquarium pump, like they do for CO2 laser cutting?
