There is a group of 'hams' who broadcast polictical talk every weekend on 3.950Mhz USB. Are they allowed to do this?

Their official site is 3950.net

Well AFAIK the amateur radio license doesen't allow commercial traffic i.e. music, advertising, swearing or profanity.

Someone needs to look at the fine print of the license, but political discussions probably aren't covered.

The website describes this as a "discussion" net. Assuming it is comprised of a bunch of guys endlessly bloviating about their particular view of American politics, they are within the FCC rules. They may not, however, re-broadcast recorded media.

When first getting into amateur radio back in the late 70s I was taught that political discussion was bad form and to be avoided. That said, 75 meters has always been a gathering place for those that like to listen to themselves talk (at least here in the US). Its odd that you mention USB, these folks are normally hard core AMers.

It's permitted, but generally frowned upon. One of the goals of Amateur Radio (in the US, at any rate) is to foster international goodwill. Political discussions tend to do the opposite. Fortunately, a bunch of blowhards on 80m rarely gathers an international audience. If they have to do it, 80m is probably the ideal band for it.
