That is correct. You are not watching one "bullet" of light, but several. The device captures light packets at various times, and then plays it back. Since each packet looks the same this gives the appearance of one packet moving.

there was a post not too long ago on the exact same experiment. to repeat what imsmooth said in a slightly different way, they're pulsing light, and taking a snapshot at a time incremental to the previous capture. there's still no possible way to capture continous data this fast.

The real trick is to get picosecond shutter speeds. AFAIK they use streak tubes, i.e. they deflect electrons coming from a photo cathode. These electrons are swept over a position sensitive anode with a rapidly varying electric field much like a high speed CRT.

Probably billions of single shots are needed to produce a video.

I wonder how long it takes to collect the frames they need to make a video. They have to fire over and over and take each time delayed line of image. It could be anywhere from minutes to days depending on how many pulses it takes and how long it takes to get the data from ram into permanent memory.
